Duncan has over 25 years of experience in the international education sector as an educator, author, curriculum designer, program coordinator, administrator, and entrepreneur. In his most recent position as the International Education Manager for School District No. 6 (Rocky Mountain), he cultivated relationships with a global network of international education agencies, service providers, teachers, and government officials. During that time, he established a reputation for innovation and leadership that distinguished his tenure with the Rocky Mountain International Student Program (RMISP) in multiple ways including:

  1. increasing enrollment from 37.5 to 170 FTE (full-time equivalent students);
  2. growing annual revenue from $550,000 to $4,000,000;
  3. expanding operations from one school district to three (BC’s only multi-school district program);
  4. enhancing programming to include several nationally recognized initiatives; and
  5. negotiating, engaging, and monetizing the first-ever Memorandum of Understanding (MOU) between public school districts in China and Canada under the Guangdong-British Columbia sister province agreement.

Purcell Collegiate will directly benefit from the work done to elevate and distinguish RMISP on the global stage as it raised the profile of both Duncan as an industry leader and Kimberley as an international student destination.

Director, Student Services

Tom brings a diverse academic background to PIE and his key leadership role in its pilot Study Abroad+ program based in Vancouver.  He is a Rotary Ambassadorial Scholar and a Commonwealth Scholar who formerly worked for School District No. 6 (Rocky Mountain) as its International Student Program Coordinator.  For the past five years Tom has worked as a consultant in the field of international education for several public school districts in British Columbia including School District No. 6 (Rocky Mountain), School District No. 20 (Kootenay-Columbia) and School District No. 46 (Sunshine Coast).

Tom will be working with international students in the Vancouver area on PIE’s Study Abroad+ program to provide additional support, guidance, and opportunities to students seeking to enhance their study abroad experience and improve their college-admission prospects.Tom’s academic and employment background ideally suit him to this innovative program.

Mark Wilkins
Mark Wilkins

Offshore School Consultant

Mark has over 30 years’ experience as a teacher, counsellor, vice principal and principal in the British Columbia public education system (K-12) and 3.5 years’ experience as a Principal in offshore schools in China. His most recent position was a six-month contract at the International School of Qiushi, Kaifeng, Henan, China. As Principal he was responsible for the administration of the Alberta Offshore Grade 10 Program and the British Columbia Offshore Grade 11 and 12 Program from January to June 2016. Prior to that he spent three years as Principal of the Maple Leaf Foreign Nationals School in Dalian, Liaoning, China.

Mark is working with PIE to set up a Canadian-curriculum high school in Guangdong province.
