Duncan is the President and co-founder of Purcell International Education (PIE) Limited.Prior to establishing PIE, he was the International Education Manager for School District No. 6 (Rocky Mountain) in British Columbia, Canada.  During his tenure, the Rocky Mountain International Student Program (RMISP) grew from 37.5 FTE students to 160+ FTE students and expanded to include three school districts under shared-services agreements.  Under his leadership, School District No. 6 (Rocky Mountain) signed the first Memorandum of Understanding (MOU) between education jurisdictions under the province-to-province MOU between British Columbia and Guangdong.

In his new role with PIE, Duncan is responsible for determining the strategic direction of the company, maintaining key relationships, and cultivating new opportunities.  Major successes to date include PIE’s key advisory role in the signing of the first MOU between an Alberta school division (Wolf Creek Public Schools) and a Guangdong school district (Liwan Education Bureau), a programming contract with School District No. 48 (Sea to Sky) to manage its summer program, and PIE’s new Study Abroad+ student support service set to launch in September 2018.

Tom brings a diverse academic background to PIE and his key leadership role in its pilot Study Abroad+ program based in Vancouver.  He is a Rotary Ambassadorial Scholar and a Commonwealth Scholar who formerly worked for School District No. 6 (Rocky Mountain) as its International Student Program Coordinator.  For the past five years Tom has worked as a consultant in the field of international education for several public school districts in British Columbia including School District No. 6 (Rocky Mountain), School District No. 20 (Kootenay-Columbia) and School District No. 46 (Sunshine Coast).

Tom will be working with international students in the Vancouver area on PIE’s Study Abroad+ program to provide additional support, guidance, and opportunities to students seeking to enhance their study abroad experience and improve their college-admission prospects.Tom’s academic and employment background ideally suit him to this innovative program.

For the past three years, Sophia has been a valued member of the team at GuangDong AQG Education Science and Technology Consulting Co., Ltd. (AQG China).  She has played a key role in the initiation and facilitation of Memorandums of Understanding (MOUs) between education bureaus in Guangdong and school districts in British Columbia and Alberta including the MOUs between:  Yuexiu Education Bureau and School District No. 6 (Rocky Mountain); Chancheng Education Bureau and School District No. 48 (Sea to Sky), School District No. 64 (Gulf Islands), and School District No. 67 (Okanagan Skaha); and Liwan Education Bureau and Wolf Creek Public Schools.   As the head of student services of AQG Education, Sophia has worked with the international education teams in public school districts across Canada and at schools throughout Guangdong.  She provides support for short- and long-term international students in Canada as well as coordinating services for Canadian exchange students in China. 

Sophia is based in Guangzhou.  As PIE's Student Services Manager, Sophia will provide interview training, information gathering services and post-secondary options analysis for Study Abroad+ students and their parents.  She will be assisting Dr. Tom Ristimaki by remotely supporting international students in the Vancouver area; she will also be liaising with the students' natural parents in Guangdong and organizing PIE's Guangzhou-based Study Abroad+ events in August (pre-departure orientation) and July (post-return conference).

Sophia also works closely with an AQG-partner law firm based in Vancouver to support Chinese international students applying for Work Permits.

Offshore School Consultant

Mark has over 30 years’ experience as a teacher, counsellor, vice principal and principal in the British Columbia public education system (K-12) and 3.5 years’ experience as a Principal in offshore schools in China. His most recent position was a six-month contract at the International School of Qiushi, Kaifeng, Henan, China. As Principal he was responsible for the administration of the Alberta Offshore Grade 10 Program and the British Columbia Offshore Grade 11 and 12 Program from January to June 2016. Prior to that he spent three years as Principal of the Maple Leaf Foreign Nationals School in Dalian, Liaoning, China.

Mark is working with PIE to set up a Canadian-curriculum high school in Guangdong province.
